At its 1330th Meeting held on 07 September 2017, the Board of Regents approved the proposed creation of the Project Management Office (PMO) with the following rationale:

• Monitor all UP System construction projects with the end in view of completing the projects according to schedule and cost, resolving any delays and overruns, and designing/applying appropriate project management principles.
• Manage the production of required deliverables from the pre-planning stage to the post-occupancy stage of the project.
• Promote a culture of continuous improvement by identifying good practices in previous projects, adopting similar approaches in order to create healthy competition and a sense of partnership at the same time among contractors.
• Integrate the concept of occupational safety and health in construction management in order to bring the level of safety performance in the University at par with those in the private sector.
• Conduct project evaluation to assess how well the projects are implemented and establish appropriate standards and guidelines.
